Henan Province Successfully Implemented The First Power Demand Response

At 12:30 from 12:30 to 13:30 in July 27th, our province successfully implemented the first electricity demand response in four cities and counties in Zhengzhou, Zhumadian, Xinyang and Lankao. 66 users and 1 load integrators participated, and the response time was reduced by 125 thousand and 400 kW. The change took a solid step.

The response of electricity demand is the behavior that power users change their electricity consumption according to the price signal or incentive measures of the power market, and then promote the balance of power supply and demand and ensure the stable operation of the system. During the peak period of summer and winter power consumption, this measure can relieve the short-term operating pressure of power grid, which is of great significance to ensure the safe and stable operation of power grid.

In June of this year, the provincial development and Reform Commission issued a notice, and chose to carry out the demand response pilot work in Zhengzhou, Zhumadian, Xinyang and Lankao, and use economic means to encourage users to avoid the peak, and increase the flexibility of the power grid. In order to successfully complete the first power demand response, the company actively publicizes the power demand response policy and agreement signing to users. According to the plan, the response load target is 120 thousand kilowatts, including agreed response and real-time response. Among them, the agreed response includes 53 ordinary industrial users and 1 energy storage user; the real-time response is mainly air-conditioning load, with 12 users participating.

According to statistics, the peak load of power grid was reduced by 1254,000 kW successfully by implementing demand side response during peak period of power grid. In the meantime, the central air conditioning, such as shopping malls and hotels, was interrupted for a short time, and almost no change in indoor temperature was perceived. As the load reduction of industrial users generally did not exceed 20% of the production load, the impact on enterprise production was small, and multi win was achieved.

The next step, the company will summarize the pilot experience in time, gradually expand the demand response range, guide users to improve their electrical energy refinement management level, promote the ability to increase the power grid flexible peak regulation, and promote the balance of power supply and demand.
